Position Details:

• Title: Subcontractor Manager
• Location: Albuquerque, NM
• Shift: Monday-Thursday (10 hours/day)
• Travel: no travel
• Compensation: up to $119K

Position Description:
• Identify and assign Subcontractor personnel that fill designated Subcontractor labor categories
• Ensure Subcontractor personnel meet qualification requirements, are properly trained, and comply with OSHA Medical Monitoring requirements
• Authorize and confirm that Subcontractor personnel are fit for activities performed
• Assign, coordinate, and supervise daily operations and activities conducted by Subcontractor personnel, including Hazardous Waste, Solid Waste, and Pollution Prevention Field Technicians
• Ensure Subcontractors comply with requirements promoting safety (e.g., PHSs, JSAs, procedures, ES&H Manual) and compliance (e.g., regulations, permits, DOE Orders, procedures) applicable to activities
• Notify relevant SNL Project Leads of safety issues, nonconformances, or emergencies/unsafe conditions that involve Subcontractor personnel
• Ensure personal protective equipment (PPE) of the right type and size is available to Subcontractor personnel and in a readily accessible location
• Respond to MOW inquiries and generate and maintain applicable records and reports
• Coordinate additional offsite support necessary to disposition waste and material managed by SNL’s Waste Management Program, which includes identifying offsite disposition support not provided by Subcontractor (e.g., transport, treatment, disposal), identifying options to provide this support (e.g., TSDFs that can accept SNL waste for treatment and disposal), and then developing and maintaining subcontracts or agreements between the Subcontractor and the offsite support to provide and maintain the additional support


• Bachelor's degree from an accredited post-secondary institution
• Hazmat background
• Government experience
• At least five (5) years of experience working at a DOE waste management facility subject to a Resource Conservation and Recovery Act (RCRA) permit and that implements CFR Titles 40 (hazardous waste), 49 (offsite transport), and 10 (safety)
• At least five (5) years of experience in a personnel management position
• with RCRA solid waste management requirements and pollution prevention program
• Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-hour training and current 8-hour refresher and 8-hour supervisor training
• Familiar Ability to obtain and maintain a DOE L clearance
• Familiarity with EPA, DOT, NRC and applicable state and local regulations
• Excellent interpersonal and communications skills (written and verbal)
• Profit and Loss management experience a plus
• Strong organizational skills and detail oriented
• Strong leadership skills
• Ability to respond quickly to a shifting reality and adjust initiatives and priorities accordingly
• Proficient in Microsoft Office products including Word, Excel, and Outlook
• Ability to lift 40 pounds
• Ability to pass a pre-employment background screen, physical and drug screen
