Job Description

The Market Development Executive (MDE), U.S. Navy & Marine Corps, is the company’s senior market-shaping leader across the maritime and expeditionary domain. This role influences capability requirements, champions adoption of Company technologies within Fleet and MAGTF modernization efforts, and develops long-term strategic relationships across SYSCOMs, Warfare Centers, Fleet commands, and Marine formations.

This role is dedicated to shaping demand, not transactional sales — creating durable advocacy and preparing major pursuits for downstream Business Development and Capture teams.

Duties & Responsibilities

Market Shaping & Strategic Engagement
  • Leverage senior-level relationships across NAVWAR, MARCORSYSCOM, ONR, and Fleet/MEF leadership to influence requirements and onboard Company capabilities into core modernization efforts.
  • Position Company for sustained relevance in strategic constructs such as:
    • Distributed Maritime Operations (DMO)
    • Expeditionary Advanced Base Operations (EABO)
    • Joint All-Domain C2 (JADC2)
    • Contested littoral operations
  • Shape technical alignment with Navy/USMC network and spectrum dominance roadmaps, including assured maritime C2, ship-to-shore connectivity, and counter-ISR.
Strategic Coordination
  • Operate as the senior “market anchor” for maritime and expeditionary portfolios, driving a team-based pursuit model across Company Strategic
Growth, DoD Sales, OEM/Prime Sales, and Product organizations.
  • Partner with Company and MSI Government Affairs to align advocacy and budgetary influence strategies.
  • Ensure unified messaging across all touchpoints with Navy and USMC stakeholders.

Intelligence & Influence
  • Deliver continuous strategic insight on Navy/USMC planning cycles, CONOPS evolution, and network modernization strategy.
  • Identify emerging POR, OTA, and rapid acquisition pathways relevant to Company.
  • Represent Company at senior government and industry forums — promoting thought leadership for MN-MIMO, maritime mesh networking, and spectrum dominance technology.
Accountability & Impact
  • Develop and maintain the Navy/Marine Corps Market Development Plan — capturing shaping objectives, flagship relationships, requirements targets, and hand-off criteria for Business Development.
  • Contribute to long-range revenue growth by positioning Company in multi-year programs at the earliest demand signal stage.

Qualifications

Must-Have Skills, Experience, and Education:
  • Bachelor’s degree or equivalent senior-level military/industry experience.
  • Significant prior service or senior-level experience supporting U.S. Navy or Marine Corps communications modernization, C5ISR,
    unmanned systems, or EW programs.
  • A pre-existing, verifiable network spanning NAVWAR, MARCORSYSCOM, ONR, SYSCOM/PM leadership, and/or Fleet/MEF operational commands.
  • Proven track record of influencing acquisition or technology requirements for complex DoD programs.
  • Strong executive-level communication and relationship-building skills.
  •  Ability to operate autonomously as a trusted advisor to senior DoD customers.
  • Expert knowledge of Navy/USMC acquisition processes and capability development governance.
Nice-to-Have Skills, Experience, and Education:
  • Direct history advancing shipboard, airborne, or ship-to-shore communications systems into funded naval programs.
  • Understanding of maritime networking challenges including RF propagation at sea, distributed sensing, and contested spectrum operations.
Security Clearance
Active SECRET or the ability to obtain and maintain one.

Travel Requirements
Up to 50% to support on-site engagement with leadership across NAVWAR, MARCORSYSCOM, Fleet commands, MEFs, Warfare Centers, and major program offices.
