Description

This role leads the operational, logistical, and supplier-engagement activities required to recover high-value materials—including gallium, germanium, gold, indium, ZnSe, and specialty metals—from global manufacturing sites and external partners. The Program Manager oversees the hybrid FY27 recovery model, which routes PMD-compatible scrap to the Philippines and leverages third-party refiners for Ga/Ge recovery, enabling Company to achieve its FY27 savings target of $5M and scale toward the long-term $10–50M+ annual recovery potential.

This role requires strong cross-functional leadership, disciplined execution, and deep familiarity with supply chain operations, critical-materials recovery, regulatory compliance, and vendor management. The Program Manager will coordinate all relevant sites, and third-party recyclers, ensuring segregation improvements, logistics readiness, and partner performance. The ideal candidate is proactive, analytical, and capable of driving a global program with high visibility and strategic importance.

 
Primary
Duties & Responsibilities
  • Lead the Global Value Recovery Program, including planning, execution, reporting, and continuous improvement across all sites.
  • Coordinate high-value scrap streams from sites,  ensuring proper segregation, characterization, and logistics.
  • Develop and maintain material-flow maps, scrap-volume models, and recovery-yield forecasts based on site-reported data and market values.
  • Drive execution toward the FY27 savings target of $5M, ensuring disciplined project management and timely issue resolution.
  • Identify and implement segregation improvements at key sites to increase purity, reduce mixed-waste losses, and expand recoverable volumes.
  • Coordinate vendor consolidation and contract renegotiation to improve recovery economics and reduce processing costs.
  • Manage relationships with external recyclers, including performance monitoring, compliance verification, and logistics coordination.
  • Ensure compliance with global regulations, including UFLPA, OECD Due Diligence, RMI/RBA, Basel Convention, RCRA, WEEE, and export controls.
  • Prepare executive-level reporting on recovery performance, savings, risks, and long-term scaling opportunities.
  • Partner with Finance to validate recovery values, track savings, and support long-term financial modeling.
  • Collaborate with Operations, Supply Chain, EHS, and Legal to ensure safe handling, storage, and transport of scrap materials.
  • Support long-term strategy development, including feasibility studies for U.S. hydrometallurgical capability, JV partnerships, and circular-ecosystem expansion.
  • Champion company's circularity and sustainability objectives, including alignment with partner’s Scope 3 decarbonization goals and customer ESG requirements.
 
Quality & Environmental Responsibilities
  • Quality and Environmental responsibilities ensure that the Value Recovery Program operates within Cmpany's certified management systems and meets all regulatory, safety, and environmental obligations. This includes maintaining compliance with ISO 9001 and ISO 14001 requirements, ensuring proper documentation and process controls for scrap handling, segregation, storage, and transport, and verifying that all recovery activities meet environmental standards for waste management, hazardous-material handling, and pollution prevention.
  • The role ensures risk assessments are completed, corrective actions are implemented, and that all activities support Companys broader quality, sustainability, and circular-economy objectives.

Job Responsibilities:

In this role you will be responsible for electrical and mechanical maintenance in the Melting Department.

Specific responsibilities include:
